The primal-dual algorithm of non-linear programming (Lagrange multiplier)

I am seeking an intermediate level freelancer to assist me with an academic research project focused on the implementation of the primal-dual algorithm of non-linear programming (Lagrange multiplier). The primary purpose of this project is to develop and implement the algorithm for use in academic research. I am looking for a freelancer who has experience with non-linear programming and is comfortable working with the primal-dual algorithm. The ideal candidate will also have experience with implementation and be able to deliver a finished implementation of the algorithm.

In addition, I am attaching an exe file which can only be run under cmd and get the desired output for the input found in Word.
