Software for colour merging

Hello there! I'm looking for someone to develop a software for me that can help my textile company with merging colours. The purpose of the software is to make it easier for the team to accurately mix and match coloured fabrics for our designs. I've got a detailed list of requirements and features that I need the software to have. Lastly, I'll need the software to be used on a Windows operating system.
