RASPBERRY Multicast streamer

I am look for a raspberry based (low consumption and cheap but need to be stable) solution to stream multicast audio + static picture streaming with catching audio input from line in or microphone input. on paspberry hw. It will be used for inserting regional audio broadcast into local IPTV network. That is why we need multicast output that contains low bitrate static picture 300-500 kbps h264 (that i can edit or change via ftp) and mono 128 kb aac or mpeg 1 output in transport stream. TS ID must be editable too.
