I need a small yet well-structured program written entirely in Python 3. The application will read structured data, apply a set of validation and transformation rules, then output a concise report. Full details and sample datasets will follow once work begins, but in broad strokes here is what I expect:

• Clean, readable code that follows PEP 8
• No paid or platform-specific dependencies; the script must run on both Windows and Linux
• A simple command-line interface for input file selection and output path configuration
• Inline docstrings plus a short README explaining setup, usage, and any optional arguments

Acceptance criteria: the delivered source passes my unit tests, handles the edge cases I will provide, and installs with a one-line pip command. Please keep commits in a Git repository so I can review progress. Once these conditions are met and the report matches the expected format, the project will be considered complete.
