Programm a bot which fills out information on a website

I need to subscribe to a list, this is list is on a website but at the moment the list is not released. Sometimes this list is released but only for few minutes and in this time someone can subscribe. But unfortunately I do not know when the list is released. So I need someone who can programm a bot which 1. informs me as soon as the list is released or 2. that automatically subscribes with the given information.
Can someone help ? If you have other ideas please let me know.
