PDF to Excel Converter Windows Tool

I need a custom Windows executable program built that converts .pdf files into Excel (.xlsx) files. The program should take files from a pre-defined folder and leave the converted Excel files in the same location.
Key requirements include:
- The program should have no external inputs or outputs
- Each PDF page should be converted to a separate Excel sheet
- The program needs to only process files in the specified folder, with no need to process sub-folders
Ideal candidates for this project would have a strong background in software development, specifically with expertise in Windows applications and file conversion programming. Experience with PDF layouts and Excel file structure will also be greatly beneficial. Experience with Python may be useful.
