Need developer for Telit AppZone application

I am working on a simple solution for a client monitoring an alarm station. I have a Siretta Zeta-NEP modem based on a Telit ME910C1-WW module. I am looking for a freelancer to help develop an application in Telit AppZone to run on the module to monitor a GPIO pin and input power voltage and notify a distribution list of numbers via SMS. Ideally users could subscribe and unsubscribe their number from a particular modem using SMS. An SMTP mailing list solution would also be acceptable if the SMS list is not practical. Key functions listed below

SMS Subscribe - add a phone number to the mailing list text file upon receiving "subscribe" via SMS

SMS Unsubscribe - remove a phone number form the mailing list text file upon receiving "unsubscribe" via SMS

Alert - send text string via SMS to mailing list "ALERT - Alarm Unit # - mm/dd/yy hh:mm" upon GPIO pin 6 high. Do not send more than one alert per hour

Low Battery - send text string via SMS to mailing list "LOW BATTERY - Alarm Unit # - voltage - mm/dd/yy hh:mm" upon ADC below 9 volts.. Do not send more than one alert per day
