Make windows app from C-code for Atmel Microcontroller

We have a handpad for a telescope mount. It is built around an ATMEGA2561 microcontroller. It has a LCD display and three rotational encoders for inputting data. The handpad communicates with the telescope mount through an RS232 interface.
The project is to have the C-code for the handpad ported to a windows app that can emulate the functionality of the handpad and operate the telescope mount. The communication from the windows PC to the telescope mount must be based on a USB to serial adapter.
The app must be easy to install on windows without no associated costs.
