Kernel mode driver for reading/writing to memory of a process from user mode.

I am looking for an experienced kernel-mode driver specialist to create a driver that will allow user mode access to a process' memory. The driver should be written in the C++ programming language and designed for Windows operating systems. Specifically, the driver should be able to read from and write to the memory of a specific process. I have all of the necessary background information regarding the process and its memory that a developer will need in order to successfully complete this task.
