IP Geolocation for WhatsApp Numbers

I am seeking a capable developer who has a strong grasp of IP geolocation and network-related programming. The primary objective of this project is to identify the specific geographical location of IP addresses, traced via WhatsApp numbers. Create an application that will enable us to find geo location based on given WhatsApp number when phone number is not working. It also better to send an image or a file and get the ip address and IMEI number of the phone. The data has to be stored in the database. No UI is required. They should also possess excellent problem-solving skills and the ability to work independently.
