Face Recognition Server

I need you to develop Face Recognition Server for me. I would like this software to be developed for Linux using C or C++ or Python which will run on Linux.
1. Create db in memory from pictures with id of picture
2. Receive pictures and compare if found with 99.9% ( % should be adjustable) response id else null .
3. App should use free libs …
4. App should work with more then 10 000 pics and should not duplicate same pic with new id.
