Experienced Trading Developer Needed for Position Sizer with Simple GUI -- 2

I'm looking for a proficient developer to create a Position Sizer program in Python/C that can execute trades manually or based on preset rules via a Broker's API. This program should enable scaling in and out on multiple levels by adhering to some basic rules which are already determined.

Key Requirements:
- Proficiency in Python/C
- Prior experience in trading development
- Ability to implement a simple GUI

The program should be able to:
- Execute trades manually or based on preset rules
- Execute trades through a Broker's API
- Enable scaling in and out on multiple levels
- Implement the pre-determined basic rules for trade execution
- Have a simple GUI (Which i already have a template)
-Drag and Drop lines/levels plotted on the chart
