Encryption and Decryption in .NET -- 2

I am looking for a developer with experience in .NET to help me add database encryption capabilities to an existing project.
The data is Azure SQL (PAAS) in which column level encryption through Azure key vault has been enabled.
But when connecting form .NET Code the connection is not establishing.
This project will require knowledge of .NET and security principles in order to develop a successful solution. A candidate with experience in encryption/decryption as well as with .NET, API management, and cloud security principles is highly desired. The successful candidate should have strong development skills, problem-solving abilities, and communicative skills to deliver a complete solution.
