Develop AI based personal digital ambassador

I am creating a product for artists, models, actors, musicians, DJs, etc that is essentially a digital character/avatar that represents them (or their brand) who can be shared via QR replacing the method of giving away business cards. The idea is that the person can exchange a very simple screen on their phone that is a QR code and their avatar. Once the other person scans the QR code they have access to a landing page (or an app, if you can develop it). In this landing page/app, the avatar will be an AI that can do things such as
- answer FAQ
- display the person's agenda (ex. their availability, their upcoming shows, etc.)
- navigate visitors through the person's projects, images, social media, etc.

I am an artist, so I can develop the characters/avatars in 3D and all the creative quirks around that. What I need is someone who can:
- create a functional algorithim that can make this avatar be an AI that serves as the user's personal digital ambassador.
- create a functional landing page or app where this takes place
- do all the programming around that

This is an experimental project. If it is successful with my peers, I would then turn this into a small business where you would become the programmer going forward. For now, let's develop one stage of this project.
