Create a simple Windows app to control a monitor from another PC in same LAN

Simply,
PC -A has 3 plugged monitor but works 99% of time on only two. The third monitor will display a video which will be set by PC-B. When needed, PC-A user will click on a button to copy his monitor 2 in monitor 3. Once done, he clicks on Stop and Video will restart on monitor 3.
