Create a portable windows application that converts information from one CSV file into an other CSV

Application should let the user select a CSV file
App will verify the source is usable
It will convert fiels names (from original CSV into a predetermined new ones)
Will convert the data to a new predetermined format
it will create a new CSV file
Will let the user save the file (with the same name plus a suffix per default)
