Create a blockchain with multiple features

Hello,
I want a blockchain created from mostly scratch with high demonstration of strong cryptography. You must not use other blockchains or code in this project. It would consist of multiple features that would be implemented in milestones.
We do need to discuss a more specific version of the chain itself. The project will be NDA'd and commercial rights/IP rights will be fully mine. Code safety will be important for the project.
Expect the project to be like ETH, SOL, and other cryptocurrencies with tokens at the minimum.
Please leave your experience in the project and PLEASE leave a budget for $500 this is to prevent bot responses and copy response; I will not be responding to any copy pasted or botted proposal (this is no way close to what the real budget is). This is just to let me know that you actually have read this part. You can type out a more accurate estimate in your specific proposal. But since the features are not highlighted it will be hard.
