Create a Virtual Camera application using OpenCV for use with Microsoft Teams, Zoom etc.

This project will be developed in phases.
For the first phase I am looking for a developer to create a desktop application which creates a virtual camera and allows a user defined image to be overlaid on the camera feed.
The application should create a camera feed should make the virtual camera able to be used as a camera input for Microsoft Teams, Zoom or any other third-party app which uses a camera.
1. Open source libraries must be used. This project should be developed with OpenCV.
2. The application should work standalone and not have dependencies on any other third party software like OBS.
3. For the purposes of the proof of concept the image to be (optionally) placed on the video feed can be defined in an .ini file (no UI for managing files is required)
4. There should be a key press (defined in the .ini file) to toggle between camera and screen sharing inputs with the virtual camera.
