Convert pine script to ninja trader 8

Project Description
I've copied this ad from someone else but am interested in the same thing. I would like to convert the "VuManChu-CipherB" indicator that is open-source on TradingView and convert it to a NinjaTrader 8 indicator.
I have copied and pasted the code from Tradingview .

1. Please let me know the cost to create the same indicator in NinjaTrader8
2. Will there be any limitations in regards to being able to have all the features in the NInjaTrader 8 version including but not limited to the divergence feature.
