Convert data from text in .TRE file into Excel or .DBF

I have a .tree file used in a small program written in c++. I need to create data conversion from .TRE file into Excel csv or xlsx or .dbf file that would work on a PC or Linux.
Please suggest your solution: some script, or macro for excel ,or existing program for conversion, or any other.

I have the sample .tre file [snapshot picture for now] and the database structure .txt file - see attached
