Build a software to communicate an equipment with PC as instructed in the manual

I need someone that can build a program for me to communicate an equipment that exports numeric data to PC using connection through cable.
There is a document attached that explains how the program should be made.
I don´t know if this is easy or even possible, since I don´t understand about computing and connections between devices.
But if you can read the description of this manual and write a program as directed and it works, that is what I need.
Attached is the manual describing how programming should be made.
There is the description of the cable and I already have the cable as described.
In the end of the document, there is an example of a program that has been written.
Plain and simple, what I need is something that works.
