Anti-Reversing PE Packer Development

I require a proficient programmer to develop a PE packer primarily focused on implementing anti-reversing techniques and compression. This tool must be compatible and functional with Windows operating systems. That tool can protect x86 also x64 executable files also be fully compatible with .net 3.5+ also native. I prefer only C++ or C with asm

Key Requirements:
- Excellent understanding of PE files
- Extensive experience with anti-reversing techniques
- Polymorphic or Metamorphic stub for better protection
- Pure clear native windows apis + indirect syscall
- Any 3rd libs allowed maybe zlib,lzma etc for compression
-Final output executable must be run under win 7+ and higher

Ideal Skills:
- Previous work with PE packers
- Proficiency in relevant programming languages, for example C++,C,ASM
- Detail oriented to ensure the efficiency of the packer's code virtualization feature
- Compression + simple xor encryption based on key
