RAMS grant proposals

I am a new business owner trying to start a non-profit business training young active duty military servicemembers (SMs) by giving them training and job opportunities to supplement their income officiating sports. Since these SMs can't afford to cover the cost of uniform expenses and registration fees, I am looking to secure grants to assist in covering these expenses. For the new SM officials I also wish to assist them in getting signed up with both their state and local assigning associations. But since I'm a new business owner, I have no idea how to begin the process, though I have created a business plan and cash flow statement. With schools also desperate for officials (to the point where schools often have to cancel event, immediate action is critical for both our schools and our SMs, but I'm still stuck in neutral, unable to little on my own.
