I need HR consulting for notice period

I have a job in hand. But current organization is asking me to serve 3 months notice period. I am ready to pay 2 months of salary so that I can leave immediately.
The HR head is asking me to read the offer letter and asked to serve 30 days and pay for the 60 days. Need HR professional to consult.
