Writing a Business Plan for opening subsidiary in Canada

We are an online based tutoring and education company based out of Hong Kong and Indonesia. We are looking to open a subsidiary company in Canada and get work permit to send our representative there to expand our operations. There is a certain framework we have to follow in terms of writing the business plan. Anyone with experience in writing one specifically for Canadian Immigration purposes will be preferred.
