Health training institute business proposal / construction project

This is a fixed contract project (USD 50) that involves the construction of a healthy training institute in Tanzania. The proposal needs to be realistic and supported with realistic sector statistics in Tanzania. The place where this college will be constructed will be shared separately.
When bidding, kindly share indicative Terms of Reference highlighting key sections that will be covered in the project proposal document. As a minimum the TOR needs to cover the following sections; executive summary, background/problem statement, total investment cost in USD terms, financials and at least 5 years projections, management details, marketing plan, competitor analysis, etc
I will also need submission of financials and projections separately linked with formulas in excel
