Company risk management plan

As a small business (less than 50 employees), I'm looking for someone to help create a risk management plan. I need this plan to cover all company risks. I do not currently have existing risk management policies or procedures in place, so I am looking for someone to build a completely new program for me from the ground up. I am looking for a comprehensive plan that will cover all potential risks and address any issues that could arise in the short-term as well as the long-term. I would also like recommendations on any areas of improvement that can be made to avoid any future risks. The ideal candidate should have experience in creating risk management plans for small businesses and have a proven track record in successfully managing risk within a similar sized organization.
