Business plan writer needed, Japan subsidiary

My company is engaged in development and manufacturing of smart electronic devices. I have a quick outline of a 4-years business plan for opening a regional office in Japan, which I need to convert into a professional plan with financial data, estimations and all typical parts that is used in such documents. The plan needs to be well-designed, concise (~30-35 pages), but complete. I'll be happy to assist in filling the gaps wherever necessary, but what I look forward is an experienced person with imagination.
