Berkeley town improvement plan

We have an outline plan of our town Market Square. This has gone out to consultation with the town residents and we need to proceed with developing the project. We are currently seeking funds and would then need a project manager to oversee the development, implementation and completion of the project. We are seeking help and advice to recruit a project manager and can you help.
