Assistance in writing a business plan for recruitment company in Australia

We are a start up recruitment firm and will target medical staff for country based Medical Practices. Must have experience in writing business plans for a recruitment business for Australia. In particular being able to address questions on Australian:
taxation laws;
superannuation laws;
occupational health and safety laws;
workers' compensation laws;
labour hire industry laws;
workplace laws;
migration laws
I know this is very niche and I might not be able to find someone. I'm hoping its possible though!
