Seeking to establish partnership with Training Services based in UK

I am seeking for a freelancer who are based in the UK with knowledge in Training Services.
The freelancer is required to seek for a business partner in the UK with a small-medium size training facilities to partner with a training service in Malaysia for join certifications.
The freelancer's role is to:-
1. Seek for an operating small to medium size training facilities in the UK.
2. Communicate the intention of a company in Malaysia wishes to partner for Remote Online Training partnership.
3. The Centre must have physical training facilities.
