I need a project manager for case study assignment

As a Project Manager, Halo.com is inviting you to help develop a top-level Project Management Plan that include: (Budget plan, Operational Plan, HR Plan) for Halo.com given all the case study information and the given the budgetary constraints. You need to be very creative to optimize spendings while securing top notch quality and sustainability (being able to sustain operations until business picks up)
It is known that the successful project manager would be able to balance between TIME, QUALITY, SCOPE & BUDGET. Therefore, it is advisable that your proposition explains how you are going to fulfill these 4 requirements creatively and optimally. You may think of less common ways to source materials or human resources. Feel free to use any tools related to your role as a project manager including Gantt charts, budget tables, breakdown analysis, ... etc.
SPECIFIC REQUIREMENTS:
● Format: Formal Presentation [No. of slides not exceeding 15]
● Topic: Top-level Project Management Plan for Halo.com
● Specific Aspects: Number of resources, total expenses, contractual framework, Project
schedule/timeframe, Gantt Chart showing payments, ... etc
● Timeframe: Plan to be presented after 3 days from receiving this document
● There is NO right or wrong, but rather logical or illogical approach & methodology
● Demonstrate analytical skills, critical thinking, practicalism & logic/rationale
● Showcasing creative entrepreneurship & opportunism in recommending smart ideas to
foster business saving opportunities for this new brand will be a plus
