RACI matrix of stakeholders

I am looking for a freelancer who can create a RACI matrix of stakeholders for my project. The ideal candidate should have experience in project management and be able to work with minimal supervision. The project manager will be responsible for making final decisions and should have strong decision-making skills.
The RACI matrix should be at a medium level of detail, providing enough information for clarity but without being overly complex.
I already have a complete list of stakeholders identified, so the freelancer will not need to spend time on stakeholder identification. However, they should be able to work with the provided list and ensure that all relevant stakeholders are included in the matrix.
Overall, the freelancer should have the following skills and experience:
