Need a business plan to show investors in a start up business in the food industry

We are looking to sell Eastern European popular street food to high traffic tourist cities in Mexico such as Rosarito beach, Puerto Vallarta, Tuluum, Cancun, Playa del Carmen, Cozumel. The start would be Rosarito beach just south of San Diego. Annual tourist there is 915,000. We know of no other company offering what we will sell on the beach itself an in a small cafe with an extended menu. Estimated material cost of each sale is $1.50 with sale price of $5.00. I am still researching cost of retail space for restaurant.
Is this the kind of Business plan that can be written to attract private investors.
