Need Business Proposal Assistance

I am interested in soliciting multiple businesses in a high crime area with proposal to utilize my business services. The objective is building up the community. Through creating effective young adults through financial literacy with community business opportunities.

My proposal would need to include:

The benefits to the property owner upon partnering.
Lowering Crime Rate - Including crime Stats for Baltimore, Maryland
Providing kids business opportunities
Providing financial literacy to teens
Assisting children in the most poverished neighbors
The expansion for business growth: funding more portable carts for entrepreneur independent businesses.
Qualifications: Bachelors in Business Management, Careered in Federal Government with financial literacy, budget, & acquisitions. Serving underprivileged children and building the community with the needs of my licensed child care facility.

Seeking to place one of my food trailer (images below) within high traffic areas of downtown Baltimore Maryland.

One cart services soft serve ice cream & shaved ice (seasonal)
The other will be for smoothies and hot food.

The trailer is functional without my vehicle attached.

The purpose of me reaching out is to find out who would be the point of contact to obtain permission?

I am in the process of obtaining permits with the city and upon completion interested in setup. I would like to preferably be located near the aquarium. If not feasible I am open to suggestions.
