JIRA Setup and Customization Expert Needed

I'm looking for someone to help with the setup and customization of JIRA, specifically for task assignments.

- Proven track record with JIRA in a project management context
- Strong organizational skills
- Ability to work independently and provide recommendations
- Translate engineering and governance requirements into effective Jira workflows, controls, and dashboards
- Support implementation of Jira-based processes for:
- Design and Gate Reviews/Interface Sheets
- Action tracking and follow-up
- Approval and sign-off workflows
- Program Health Check dashboards during Gate Reviews
- Configure and optimize Jira elements including workflows/issue types/custom fields/permissions/notifications/automation rules/dashboards and reports
- Help standardize execution across projects through a clear and controlled workflow
- Improve visibility, accountability, governance, and traceability across engineering processes
- Work with engineering, quality, and business stakeholders to gather requirements, validate solutions, and improve usability
- Consider future integration requirements between Jira, Windchill Imagine2, and Primavera P6
- Support testing, rollout, training, user adoption, and handover
