Global Product Development Strategy

I need an experienced strategy consultant to develop a leadership-ready business case and detailed proposal for establishing a a gov-owned international AI expert participation network, limited strictly to international engagements such as UN/OECD/GPAI/ISO working groups, scientific panels, global reports, international consultations, standards committees, and delegation support; the study must be written in a top-tier consulting style, , and should cover the strategic need, international benchmarks, proposed scope, operating model, expert sourcing and nomination, selection scorecard, vetting and conflict-of-interest process, governance and decision rights, legal documents, travel and compensation rules, risk mitigation, implementation roadmap, and leadership recommendations, while clearly stating that the network is not a domestic advisory council, not a regulator, and does not give participating entities any voting, policy, procurement, or representation rights; the work should build on strategic importance, scope and focus, implementation requirements, findings, recommendations, and appendix.
