Economic and financial case Strategy

Government Ministry is responsible for the commercialisation of state- owned land and assets. Their strategy was developed a few years ago and set a series of significant financial and economic objectives that have proven to be unachievable. This strategy now needs to be reviewed. There are also some concerns about the organisation’s operating and financial models’ suitability to deliver on its current strategic objectives.
The ask is below,
• Review, assess and update the current strategy
• Assess and modify the operating model
• Review and refine the financial model to deliver its financial and commercial objectives
• Develop a high-level implementation plan to deliver the overall strategic objectives and any
related organizational transformation required to achieve them

What I need is a presentation that includes:
1. A short benchmarking study (3 examples max) highlighting how governments commercialize
state owned land
2. Identification of opportunities for the client to consider from your study
3. Select one opportunity to recommend to the client, present the potential commercial and
financial outcomes it could deliver, and present a high-level implementation plan for the next 12 months to take it forward
