You will analyse why information is hard to reach today, frame the objectives, outline a realistic roadmap, and define how we will measure success. Context, background, user insights, constraints, and realistic timelines all need to flow naturally through the document so stakeholders can understand our direction within minutes.

Deliverable
• A 2–3-page brief (Google Doc or Word) that includes an executive summary, user persona, current pain-points, proposed solution concept, high-level implementation plan, key milestones, risks, and KPIs that prove we are closing the information-access gap.

A reader with no prior exposure should finish the brief and know exactly what we intend to achieve, why it matters, and the next steps to make it real. If you have crafted strategies for open data portals, civic tech tools, or digital inclusion projects, reference that experience when you respond.
