Goals and Objectives
The Foundation is seeking to engage a consultant to build their interim IT Strategy and implementation roadmap to enable their Institutional Setup of – Human Resources, Governance & Strategy, Marketing & Communications, Finance, Legal, Assets and Infrastructure.

Key Objectives are:
1. Develop the High-level IT Strategy that will be followed during the incubation period.
2. Develop the definition & roll-out scope of internal IT systems & services.

The IT Strategy must take into consideration the below objectives:
- Enable to be resilient and flexible to adapt and extend to any transitional needs. It needs to have a fair oversight on the Business Environment considerations where relevant that includes but not limited to:
o Customer Expectations
o Globalization
o Industry trends
o Legislation

- The building blocks in startup mode should be reusable as their core business needs evolve in the coming years. It should also include Business Technology considerations where relevant that includes but not limited to:
o Cloud hosting
o SaaS
o Mobile Solutions
o ERP
o Website presence
o Social media and it’s management.

- Ability to derive the Operational Plan that clearly identify detailed projects and resources needed to deliver the initiatives in Strategic Plan. The Strategic plan must provide the clarity to extract an actionable Operational Plan that includes but not limited to:
o High level requirements definition
o Execution plan
o Estimated cost

Scope of Work
1. Foundation IT Strategy

Develop an initial version of the IT strategy based on business capability that are mandatory, urgent, foundational for the Institutional Setup and common to a wide range of potential strategic options in future. The strategy should include, but not limited to:

o 5 years IT Strategy roadmap
o Definition of stages within the roadmap
o Definition of IT governance and operating model in each stage
o Detailed IT organization structure and job descriptions
o IT organization development plan
o IT landscape recommended high-level architecture options
o Web presence and social media channels


2. Foundation Internal IT systems
Define the detailed requirements for internal verticals of IT capabilities within the first stage of the IT strategy stage and potential Consultants. Requirements should include but not limited to:

Enterprise Applications:
Enterprise Resource Planning platform that enables all critical functionalities and business needs including but not limited to:
o Human Resources
o Customer Relationship Management
o Business Intelligence
o Supply Chain Management
o Finance Management
o IT incidents, problems, and change management

Unified Communication and Collaboration:
Messaging and internal & external collaboration platform that includes but not limited to:
o Email solution
o Access management
o Document management
o Tasks management and workflows

Network and Infrastructure, Storage and Data Management:
A Strategy that facilitates choices for infrastructure and communication platforms driven by business requirements and outcomes, rather than by technology. Specifically, the need for mobility in near term (1-3 years) and long term Foundation location constraints and needs.

Cybersecurity:
An overarching Security Strategy that includes and not limited to Authentication, Directory Services, Audit, Authorization, Proxy, Virus scanning, Encryption, Security Management & Intruder Detection. The strategy should follow the Saudi National Cybersecurity Authority controls and guidelines.

Data and Analytics(D&A):
A Strategy that positions D&A as a business function (instead of an internal support function) from the beginning by focusing on value for customers. Establish business relevance for D&A by identifying the most important business, industry and technology drivers for value creation that address stakeholders’ priorities and concerns.
3. Detailing of departmental processes and policy manuals
The vendor is requested to write the IT department processes and policy manuals for the Foundation

4. Estimated Cost required to build Internal IT systems
The vendor is expected to present an estimated cost to bring all recommendations and implement the suggested plan in Scope of Work. The estimated cost should be presented giving us a realistic range for each item.
