I'm seeking expertise for a comprehensive feasibility study and business case for a proposed community-owned commercial hub in Scotland. This project aims to blend welfare and enterprise uses, so a deep understanding of both sectors is crucial.

Key Aspects:
- The hub is intended to serve as a mix of community health services, social support centers, a food bank, and a GP prescribing scheme for fresh fruit and vegetables.
- Enterprise activities will include retail shops and cafes/restaurants.
- The hub will also offer evening space rental to community groups for meetings/events.

I require a thorough examination of all available options, assessment of the project's viability, and recommendations for the best long-term sustainable option. Your expertise should ideally encompass:
- Experience in conducting feasibility studies for community projects.
- Knowledge of welfare and retail sectors.
- Ability to deliver a comprehensive and convincing business case.
- Ability to advise on best option for our charity - long term rental with option of community buy out at end of lease period, and also option to purchase outright at start of project.
