Build a strategic plan in educational management

I need help building a proposed strategic plan about (Partnership between educational administrations and colleges of education in Saudi universities, based on the Human Capacity Development Program (Saudi 2030 vision)
based on the results of the (questionnaire and interviews) that were applied and analyzed, and they will be provided to you
The plan will include all the basic parts, except SWOT analysis which is already done, and
1- Identification of strategic issues
2- Strategic and subsidiary objectives
3- operational plan
You must have worked on educational strategic planning. The work is supposed to be in Arabic language.
