E-MAIL MARKETING platform

I'm looking to set up a platform for unlimited e-mail marketing, need to include the Sending software same a GroupMail sending software, set-up with a server and it needs to have IP Rotation to avoid the e-mail from being blocked,e-mail tracking feature as well
