Email and Social Media Marketing Consultant

We need someone who can guide us through the implementation of an email campaign and help us set up social media programs. I would like someone who is local to the Los Angeles, CA area, not overseas so we can meet with the person and have hands on activity. As described in the attached file, we want to implement the program described in it. We have a 20+ million emails available.
