Cold/Unsolicited bulk email server setup

Looking for some one supply me to recommend a VPS host that I can use to send "unsolicited emails" with that do however comply with CAN-SPAM Act. I am looking ultimately to send 10,000 emails per day. My requirements are at least 2GB RAM, 3 or 4 clean dedicated IP's and at least 20GB of space. The VPS needs to be bulletproof in other words not cease my account because of spam abuse complaints that could arise (this is a must).
