Basketball Hoop Installation

I need a basketball hoop mounted on a free-standing pole. The installation will be on a 200mm 32mpa concrete surface. I require advice on the concrete base requirements and whether a mounting plate secured to the indicated upright will be sufficient. I have included post footing normal requirements.
