rough grading plan

I am looking for a freelancer to develop a rough grading plan for my residential development project. The project is located in a hilly terrain, so I need someone with experience in that area. I am not sure yet if I need any on-site grading inspections, so I am keeping an open mind for that, too. The results of the project should include an accurate topographical survey to determine the grading requirements for the project, as well as a feasibility analysis of any necessary drainage and other soil-related requirements. If you have the experience and qualifications that I'm looking for, I'd love to hear from you.
