problem of connection to the city's water Texas USA

I own a Business Condo, one of 12 condos in a small building. This building is one of 4 buildings constructed in 2008
The 4 complete buildings are for sale (Foreclosure)
I am one of the only owners of small condos (there are three out of 48 condos owned by individuals like me)
I would be interested in making an offer to purchase the building in which my condo is located.
The problem is that after research the 4 complete buildings are not connected to the city water
The address of the building is in "humble" but the city indicates that the buildings are not within the city limits, which is true on the plans. (the land with the 4 buildings is next to the blue line of the city limit). the city never wanted to hook up to the city water even though the water is not far (just cross the street)
At the moment there is water from a private well, but the well is on another plot next to the plot where the 4 buildings are. The owner of the well does not seem to want to provide water in the future as he owned all 4 buildings and losing them in a seizure upsets him. He plans to stop the water supply at any time

The land on which the 4 buildings are located is intended to be on Atascocita, but in an area away from any water supply to Atascocita

I need advice on how to proceed.
I thought of drilling my own well, but it seems that for commercial buildings, it is not accepted by the city...
I'm willing to pay for construction to connect to city water, but it seems the city doesn't have to agree...
