I need a 25 unit, 1 cafe block designed on 446sqm

I'm looking to Get a design drawn for council and a developer on a 25 unit residential block with a cafe on the bottom floor. Its located on 446spm @ 104 Kembla Street Wollongong NSW 2500 and the current building has an underground carpark. These could be problems I have no idea if it is possible but if you think you can do it I would like it to fit one of 2 things; something you are really proud of and have a vision for in your head or similar to the Utopia building down the road.
