I need a structural engineer

We need the grey block wall to be raised to about 2 metres. But we are on a windy spot and we have a neighbours new marge built over the wall which we need to consider the safety of all people coming to lessons there too. So looking for adiv=vice and the buildrer suggests the design would need to be signed of by the structuralmEngineer. we are in BT18 0HQ
